Allow blocks in 2024 datatypes for pguns

Smearing of PV for Pguns in 2024 depends on the blocks, while all configuration uses 'just' the year.

This would allow to pass an extended datatype in Gauss that would include the blocks to be used in the signal PGun configuration and strip it down to 2024 for all the rest.

A new property of the Gauss() configurable has been introduced for this, where the weeks/days/months can be specified, e.g. for Block7&8

Gauss().SubDataType = "W40.42"
