CALO upgradeII geometry and decoding

Adding dedicated decoding of PicoCalCellIDs without modifying the current ECAL code.

Works with LHCb!5019 (merged), Detector!716 (merged) and lhcb-conddb/lhcb-conditions-database!189 (merged)
