Merge branch 'rmatev-LHCBPS-1440' into '2016-patches'

Fix some tests and remove others

- Fix test failures due to CondDB and other minor issues
- Create test TCKs in a platform specific directory
- Fix (somehow) tests for rerunning on stripping 20
- Update reference for hlt2prcheck and improve reproducibility
- Remove the tistos test, track decoding tests, and the hlt1only and hlt2only tests
- Remove unused test options
- Improve .gitignore
