Add velo-only tracking for Allen in Gaudi

Adding make_allen_velo_tracks function and the corresponding option file to run velo-only tracking for Allen in Gaudi.

This MR should be tested together with LHCb!3452 (merged), Allen!874 (merged), Boole!398 (merged) and Rec!2958 (merged).
