Changes to adapt clustering and decoding/tracking algorithms to the correct TELL40 output format: data from two sensors mixed in each RawBank and no size header word.

This MR should be tested together with LHCb!3452 (merged), Allen!874 (merged), Boole!398 (merged) and Moore!1635 (merged).
