[RTADPA BW Tests] spruce requires TisTos to be kept up to date

Aims to resolve, from lhcb-datapkg/PRConfig#14 (closed) :

• spruce_latest and hlt2_and_spruce wrong TisTos info

Related to: lhcb-core/LHCbPR2HD!276 (merged) + lhcb-datapkg/PRConfig!383 (merged)

Required removing the Hlt2IFT_SMOG2Passthrough_PV_in_SMOG2 line from TisTos. See: https://mattermost.web.cern.ch/lhcb/pl/pr3ghy5pfjgbtr3pof86kh1knc

ToDo:

• Dynamically access lines_for_TISTOS for spruce_latest and hlt2_and_spruce from the hlt2 BW job's output of stream_config_json_path(stream_config='production').
• Update PRConfig to include the appropriate extra options.
• spruce_latest_bandwidth QMT that runs on the hlt2_bandwidth QMT to ensure this is tested.
  • i.e. fixes the issue that necessitated !2937 (merged)
• Inform relevant parties regarding Moore.persistence.hlt2_tistos.tistos_incompatible_hlt2_lines
