Goes with !4223 (merged), lhcb-datapkg/PRConfig!457 (merged) and lhcb-core/LHCbPR2HD!304 (merged).

Changes to make_bandwidth_test_page.py are just minor maintenance aiming to address lhcb-datapkg/PRConfig#18 (closed) - see commit history for details.

Importantly though, we switch off the Hlt2LuminosityLine in the bandwidth tests to avoid errors due to it having no raw banks. This is a hacky workaround that I don't love, but it might bring our qmtests back to life and should remove loads of bloat in the log of ~harmless errors. lhcb-datapkg/PRConfig#38 has been created to discuss this further and get the line back in.
