Temporarily Switch off TOS efficiencies in HltEfficiencyChecker for HLT2

With !46 (merged) we unleashed TOS efficiencies by default for HLT2, but actually these numbers are unreliable until Analysis!817 (merged) is merged (reasoning is described in that MR). So for now we just switch them off behind the scenes.
