Add Lumi line to Hlt2

Changes to Rec needed to add the Hlt2 luminosity line. Specifically:

  • Reintroduces LumiCounterFromContainer and LumiCounterMerger, which were previously removed when the old Moore Hlt1 Lumi code was cleaned up
  • Adds LumiCountersFromCalo, which produces a SumEtotZSup lumi counter from the Calo Digits

Test with LHCb!4130 (merged), Moore!2346 (closed) and MooreOnline!248 (merged)
