Add ATLAS_CHECK_THREAD_SAFETY to InDetTrackHoleSearch package. Use atomic for a mutable counter. Avoid unnecessary new and delete. Avoid const_cast.

In C++11, implicit declarations of copy and assignment are deprecated if the
class has a user defined destructor or copy or assignment.  gcc9 now warns
about this by default.
Adjust to avoid the warning.

The data in the HVScale conditions object is different from that gotten
from the old tool in that the scales in the conditions object have been
divided by the online scale values.  L1CaloHVScalesMon was using the
unnormalized scales, so convert back.

Remove mutable from m_clusList of SpacePoint.h. Add ATLAS_CHECK_THREAD_SAFETY to InnerDetector/InDetRecEvent/SiSpacePoint.
