Decide whether SimHit Collections should be created per simulator on a per region-basis

Replace `PythonLibs` and `PythonInterp` to the corresponding
`find_package( Python ... )` calls. And remove the dependency entirely

Overlay as part of FastChain transform in 21.3

26e2d47d Overlay is now working as part of FastChain transform

scheduled to be written and not yet available in StoreGate.

This commit follows on from !22408 and migrates the `m_builders` member
variable to be a `PrivateToolHandleArray`. It also updates corresponding
configuration not to create public versions of the `IAGDDToolBase`
implementations in `m_builders`.

This commit adds arguments related to reading minbias HITS into
`FastChain_tf.py`. Part of the work for ATLASSIM-3737. So far
these arguments are ignored by the skeleton file.

This commit tidies the syntax of the `FastChain_tf.py` transform skeleton which is a merge
of the simulation and digitization configuration and therefore does a lot of things twice
(or more).

The eventual goal of this is to be able to refactor the skeleton, such that we set all the
required flags, then create the Algorithms, Tools and Services afterwards.

When running simulation in the same job as pile-up digitization, some
simulation outputs have to be written to different StoreGateSvc instances
in order to be found by the digitization code.

The `LooperKiller` `G4UserAction` is added by default in Simulation jobs, but after
various configuration migrations it had ended up being added twice which caused
a warning. This commit changes the syntax in the affected job options to make
using the `LooperKiller` configurable, but avoid the warning.
