2024-09-12: merge of 24.0 into main

Two conflicts:

1. AtlasTest/CITest/Athena.cmake both the main and the 24.0 branches have added one new test each at the end of the script. Kept both tests
2. Tracking/Acts/ActsDataPreparation/src/PixelClusteringTool.cxx. !74192 (merged) (CC @smh) touched the code that no longer exists in the main branch. Kept the main version unchanged.
