Prepare new global tag for upgrade studies

This is to define what need to be picked up for a new global tag to be deployed for productions for upgrade studies.

Note that some MR are coupled to MR in SIMCOND and will be required to be deployed in a synchronised global tag, described in SIMCOND#7 (closed)
Other MR may require MR in Boole or Gauss to become active.
