RetinaCluster v1

VPChannelID.h (and its cpp) will be dropped soon in LHCb kernel through LHCb!3486 (merged).
This MR introduced the RetinaCluster v1 changes to the VPChannelID within the Detector project.
Please see LHCb!3385 (merged) for more details about these changes.

Dependencies

This MR is part of a 6-MRs package, including LHCb!3385 (merged) (main MR), Allen!748 (merged), Rec!2695 (merged), Moore!1280 (merged) and lhcb-datapkg/PRConfig!227 (merged).
