Updates included:
  isolation hypo tool configuration so that all properties are set correctly,
  allow muon event view creator to be able to turn off link to parent view (it's not needed in this case) to be able to run the same ID tarcking sequence in two different views within same chain,
  muon isolation sequence set to pick up correct muon containers and run precision ID tracking.

Now `setupEventST` just calls `setupEvent` and `releaseEventST` just
calls `releaseEvent` in `BaseSimulatorTool`. This allows the syntax
of some derived classes to be simplified (`FastrasSimTool` and `TransportTool`)
and fixes a warning message about `ParticleKillerTool`.

CxxUtils+AthenaKernel+StoreGate: Allow CondCont::insert to extend the last range.

Add an option to ConcurrentRangeMap::emplace to allow extending the
range of the last entry in the case of a duplicate.  We used to do this
from WriteCondHandle, but that was racy; do it here so we can do both
steps without releasing the lock.

Remove releaseTool calls from finalize().
They're not really needed, and it's possible for the tools to be
deleted before this is called, which results in warnings
from the ub sanitizer.

Also do some general cleanup.

Remove std::move (SiTrackMaker_xk.cxx)
