It appears that the "Run Pipeline" button in the "Pipeline" tab of the
merge requests is enabled only when a pipeline exists in the forked
project. There is thus no possibility to deploy the MR to a preview
envronment for non-developer members.

This commit ensures that a merge request pipeline exists in the forked
project.

Note that some machines have been move to the new VM infrastructure.
Also note that some machines, not controlled by GEM, have been updated
to match the actual state of the system.

Run deployment jobs only in the parent project

Deployment jobs systematically - and expectedly - fail in the forked
projects, leading to confusing CI errors for the end user. Avoid the
confusion.

Note the following:

* The '<root>/doc' URL has been renamed to '<root>/doc/latest' for the
  "production" environment.

* The MR pipeline might need to be triggered by a reviewer/maintainer
  due to permissions and safety concerns.

The GitLab CI default image got updated to AlmaLinux 9 and does not
include 'rsync' anymore. Install it within the container.

Keep the CTP7 in read-only mode except during maintenance
