Syntax improvements for HepMcParticleLink constructor calls

As discussed on ATLASRECTS-5482, the `HepMcParticleLink` constructor
syntax used in `xAODTruthCnvAlg` and `RedoTruthLinksAlg` needs to be
updated slightly.

The JetRecAlgTestCfg test was failing because the JetContainer
property of JetClusterMomentsTool was never initialized

Update transient HepMcParticleLink to use unsigned int rather than unsigned short to store the eventIndex
