Emit an ERROR message in case there are open ROOT files before forking.
This is to catch cases where e.g. dual-use tools leave open ROOT files
(and their associated memory caches) behind.

Add a temporary hack for "expert-monitoring.root" that apparently is not
closed by the `THistSvc` before forking either. This will require a fix
in Gaudi.

Close ROOT files after reading to release memory and caches. Use
`std::unique_ptr` for storing pointers to histograms and ensure that all
histograms are being made memory-resident before closing the input file.
Also apply several const-fixes.
