Syntax improvements for HepMcParticleLink constructor calls

As discussed on ATLASRECTS-5482, the `HepMcParticleLink` constructor
syntax used in `xAODTruthCnvAlg` and `RedoTruthLinksAlg` needs to be
updated slightly.

Update transient HepMcParticleLink to use unsigned int rather than unsigned short to store the eventIndex
