jet hypo: rename CapacityCheckedCondition -> RepeatedCondition. Remove dedicated tool that runs the  HT condition

1. Renaming the misnamed CapacityCheckedCondition to RepeatedCondition affects a number of files.

2. HT was run in a separate tool, as the leaves of the FastReducer tree could accept jet groups os size = 1
only,. This restriction was removed some time ago, and HT chains were then run in a FastReducer tree. The
intricuduction of Condition Filters in FastReducer allowed for improved reporting on participating jets.
Standalone HT running became obsolete, ans is removed in this merge request.

This adds the option to add a preinclude file for the job, rather than just a
post include.

This is necessary to change the vertex as the configuration needs to be steered differently
for the new vertex, it is not just a change in a parameter, but a change also in which
algorithms are used.
